No Community Left Behind: NG-CARES Driving Grassroots Transformation Across Enugu State

In a landmark display of governance that touches the grassroots, the Enugu State Care Coordinating Unit (SCCU), under the visionary leadership of His Excellency, the Governor of Enugu State through Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES) Programme, has successfully concluded a statewide impact assessment across all 17 Local Government Areas. The findings tell a powerful story of resilience, restoration, and renewed hope. Through the dedicated interventions of the Community and Social Development Agency (CSDA) and FADAMA, the lives of thousands of Ndi Enugu have been fundamentally improved. From the lush farmlands of Community A to the bustling Community Z, the footprint of progress is unmistakable.

This success reflects the “Tomorrow is Here” mantra of His Excellency, Dr. Peter Ndubuisi Mbah, Executive Governor of Enugu State. By prioritizing social safety nets and rural infrastructure, the Governor has ensured that the dividends of democracy are not merely discussed in policy rooms but felt directly by farmers and families across the state. Special recognition is also due to the Honourable Commissioner for Budget and Planning, who serves as Chairman of the State CARES Steering Committee (SCSC) Barr. Chris-Roberts Ozongwu. Through meticulous oversight and strategic planning, interventions such as power tillers and solar-powered boreholes are delivered efficiently to the communities that need them most.

The Community and Social Development Agency (CSDA) has significantly reduced water scarcity in several communities. In Enugu, more than 20,000 residents now have access to clean and functional boreholes. By rehabilitating dormant facilities and installing modern solar-powered systems in the State, access to potable water has become a practical reality for thousands of households.

FADAMA has equally driven a quiet revolution in agriculture by advancing mechanization and strengthening rural infrastructure. Power tillers deployed in some Communities and have eased the physical burden on farmers, enabling increased productivity and expanded cultivation. The construction of farm access earth roads in approximately 10km roads in some farm access roads across the State, has improved the movement of farm produce from rural communities to urban markets. In addition, the distribution of high-quality cassava stems, fertilizers, and agro-chemicals in communities of Enugu State has resulted in successful harvests, reinforcing food.

A defining feature of the Enugu NG-CARES model is its emphasis on sustainability and community ownership. Across the 17 LGAs, community members, traditional rulers, and town unions have embraced these projects with a sense of responsibility. From the interviews with the some of the beneficiaries, sustainability plans have been established, with communities contributing to maintenance funds to ensure the longevity of the assets provided.

While celebrating these milestones, the SCCU remains committed to continuous improvement, including upgrading machinery for challenging terrains and completing essential facilities in schools and public institutions. Through NG-CARES, CSDA, and FADAMA, the Enugu State Government is not only delivering infrastructure but also laying the foundation for inclusive growth and a future where no community is left behind.
